Kizaru is different from Kaido since he has no battle honor for pirates. He will use any sneaky strategy to win the battle, which could prove troublesome for Luffy. It starts hurting him, so he starts running away before surprising Kizaru with Gomu Gomu no Dawn Stamp. However, he attacked one of the clones, not the real one, since Kizaru had already reached the Control Tower.
At the tower, Kizaru grabs Usopp and notices that Vegapunk isn’t there. Both Kizaru and Luffy see him leaving with Atlas on the Vegatank-08 with Sanji. He tries to blast the tank with a beam, but Luffy blocks it.
